Travis Country Municipal Utility District No. 14 (TCMUD14) was created on November 6, 2001. Due to the successful development and completion of the first 2 phases of Elm Creek, TCMUD14 is well established and financially sound.

The utility district of TCMUD14 includes all of the land known as Elm Creek, (approximately 515 acres), situated on both the north and south sides of Hwy 290 and located 2 miles west of Elgin, Texas.  TCMUD14 provides Elm Creek Residents with sewer service through a contract with the Elgin Sewer System and with potable water through a contract with Aqua Water Company. The terms of these contracts assure current Residents of the Utility District, as well as future Residents, with the continued consistent delivery of sewer and water services.

TCMUD14 is authorized by the State of Texas to sell bonds in the total amount of $24,685,000 to purchase District water and sewer facilities and bonds totaling $8,050,000 have been issued and sold to date.
